Project Controls Manager.

FULL TIMEREMOTEFINANCE & LEGAL

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Project Controls Manager based in the United States.

The Project Controls Manager will oversee the financial management, cost forecasting, and performance reporting of large-scale semiconductor construction and equipment installation projects. This senior role combines strategic cost management leadership with hands-on involvement in day-to-day project controls activities. You will manage project budgets, monitor expenditures, assess financial risks, and provide accurate reporting to support informed business decisions. Working closely with project managers, construction teams, procurement, finance, and client stakeholders, you will ensure strong financial oversight throughout the project lifecycle. You will also lead and develop project controls personnel while improving cost management processes and reporting systems. This remote opportunity is open to candidates based in the Pacific or Mountain Time Zones, with occasional travel to project sites in Santa Clara, California.

Accountabilities

As the Project Controls Manager, you will lead all cost management activities, ensuring financial accuracy, transparency, and effective project performance across semiconductor construction and tool installation initiatives.

    • Lead project cost control functions for large-scale semiconductor construction and tool installation projects.

    • Develop, maintain, and oversee project budgets, forecasts, commitments, expenditures, and estimates at completion (EAC).

    • Prepare accurate cost reports, financial analyses, cash flow forecasts, and project performance summaries for internal leadership and client stakeholders.

    • Monitor project changes, evaluate potential cost impacts, identify financial trends, and assess emerging risks.

    • Track purchase orders, vendor commitments, invoices, accruals, and actual expenditures to ensure financial accuracy and accountability.

    • Collaborate with Project Managers, Construction Managers, Procurement, and Finance teams to align project execution with financial objectives.

    • Review contractor and vendor cost submissions, progress billings, invoices, and supporting documentation for accuracy and compliance.

    • Lead monthly cost reviews, forecasting cycles, financial reconciliations, and executive reporting activities.

    • Maintain and continuously improve cost management processes, reporting tools, financial controls, and project systems.

    • Supervise, mentor, and develop project controls personnel, initially managing one direct report, with opportunities to expand the team as the business grows.

    • Serve as the primary contact for cost-related discussions with clients and project leadership.

    • Analyze project performance metrics and identify opportunities to improve cost predictability, reporting accuracy, and financial outcomes.

    • Support audits, financial reconciliations, and project closeout activities.

    • Maintain historical cost data, benchmarks, and lessons learned to strengthen future project planning and execution.

    • Follow established safety policies and contribute effectively in both home office and construction field environments.

    • Requirements

The ideal candidate is an experienced project controls professional with strong financial expertise, technical knowledge of construction environments, and proven leadership capabilities.

      • At least 10 years of progressive experience in project controls, cost engineering, or project cost management within capital construction projects.

      • Direct experience supporting semiconductor facility construction, cleanroom projects, wafer fabrication facilities (fabs), equipment installation programs, or advanced technology manufacturing projects.

      • Bachelor's degree in Engineering, Construction Management, Finance, Accounting, Business, or a related technical discipline. An equivalent combination of education and professional experience will also be considered.

      • Strong understanding of project cost management principles, including budgeting, forecasting, cost reporting, earned value management (EVM), change management, commitment tracking, accruals, invoicing, and variance analysis.

      • Demonstrated experience developing and maintaining project budgets, cost forecasts, estimates at completion (EAC), cash flow forecasts, and monthly financial reporting packages.

      • Experience monitoring and reporting financial performance across multiple active construction and equipment installation workstreams.

      • Ability to review contractor and vendor invoices, payment applications, purchase orders, subcontract commitments, and change orders.

      • Strong understanding of engineering, procurement, and construction processes and their impact on project financial performance.

      • Advanced Microsoft Excel skills and proficiency with project cost management and reporting systems.

      • Experience with platforms such as Procore, EcoSys, Prism, Unifier, SAP, Oracle, or comparable project management systems.

      • Working knowledge of ERP and financial management systems.

      • Strong analytical skills, with the ability to interpret large volumes of financial data and deliver actionable recommendations to project and client leadership.

      • Previous experience leading, mentoring, or supervising project controls professionals.

      • Excellent communication, organization, problem-solving, and stakeholder management skills.

      • Ability to work independently or collaboratively in a fast-paced project environment with limited supervision.

      • Safety-conscious mindset and willingness to work in both office and field environments.

      • Ability to travel to client sites when required.

      • Must reside in the Pacific or Mountain Time Zone and be available to collaborate during Pacific Time business hours.

      • Must be authorized to work in the United States, as employment visa sponsorship is not available.

      • Willingness to participate in video-based interviews, conducted virtually or in person.

        • Annual salary range of $120,000–$170,000, depending on experience, qualifications, skills, and education.

        • Remote working arrangement for candidates based in the Pacific or Mountain Time Zones.

        • Occasional travel to project sites in the Santa Clara, California area.

        • Comprehensive medical, dental, and vision insurance.

        • Life and disability insurance coverage.

        • 401(k) retirement savings plan with company matching.

        • Paid time off and paid holidays.

        • Flexible Spending Accounts (FSAs).

        • Educational assistance and professional development opportunities.
