Please ensure you have all required attachment(s) available to complete your application before you begin the process. Required attachments are listed below on the posting. If you need assistance or have questions regarding the application process, please contact: Human Resources [email protected] (775) 445-4237 2201 West College Parkway Carson City, NV 89703 Job Description The Culinary Program Curriculum Developer works under general direction from the Continuing Education Manager, who serves as Project Director for the grant. The Project Director approves the initial work plan, interview protocol, and stakeholder list. The employee then schedules and carries out the work independently, with regular check-ins and quarterly progress reviews. The Project Director reviews and approves all deliverables, including the final pathway structure, credential alignments, and course specifications, before they are used. The position does not supervise other staff. Duties and Responsibilities: Employer engagement: Schedules and conducts structured interviews with at least 15 culinary and hospitality employers across WNC's service area, including casino resorts, healthcare and institutional food service, and independent restaurants. Documents each interview using the approved protocol and keeps a contact log. Brings draft pathways back to employers for review and feedback. Identifies employers willing to join an advisory committee, host work-based learning, or interview graduates. Analysis and pathway design: Combines interview and job posting data into recurring skill gaps, entry points, and advancement barriers, noting differences between Tahoe, Carson City, and rural employers. Designs a stackable credential pathway with defined entry and exit points and the job titles and wage ranges each level leads to. Maps each level and course to industry-recognized credentials and builds a credential crosswalk. Labor market research: Collects and analyzes local job postings for culinary, food service, and hospitality roles, tracking job titles, required and preferred credentials, skills, wages, and hiring volume. Uses public labor market data, such as Nevada DETR and BLS, to confirm patterns. Course specifications: Writes a specification for each recommended course using the WNC template, including learning outcomes, contact hours, credential alignment, and the kitchen space and equipment it needs. Sets the build priority for each course. Briefs the curriculum developer on each set of specifications and answers their questions. Workforce partner engagement: Interviews at least 5 workforce and economic development partners, such as EmployNV, NevadaWorks, NNDA, local chambers, and school district GTE programs. Gathers their information on hiring demand, training gaps, and regional workforce priorities. Reporting and coordination: Submits quarterly and final reports on schedule. Meets regularly with the Project Director on progress, findings, and decisions. Keeps organized records of interviews, data sources, and contacts for federal grant reporting and records retention. Keeps employer interview information confidential. Minimum Qualifications: A bachelor's degree from a regionally accredited institution in business, economics, education, workforce development, hospitality management, culinary arts, public administration, or a related field. An equivalent combination of education and professional experience in workforce development, labor market research, economic development, or career pathway design may substitute for the degree. At least three years of professional experience in one or more of the following workforce development, labor market or economic research, economic development, career and technical education program design, or employer and industry partnership development. Preferred Qualifications: Experience conducting structured interviews or needs assessments with employers, industry groups, or community partners, and summarizing the findings in written reports. Ability to collect, analyze, and interpret labor market data such as job postings, wages, and credential requirements. Strong written communication skills, including writing clear reports and recommendations for decision-makers. Ability to work independently, manage a project time line, and meet quarterly deadlines with general direction. Ability to travel within WNC's service area, including Carson City, Douglas, Lyon, and Churchill counties and the Lake Tahoe area, for in-person meetings with employers and partners.
