With 50 years of experience, a global team of experts, and trusted partnerships spanning 70+ countries, PATH turns breakthroughs into better health for millions every single year. Duration 10 working days Per day cost Rs. 10,000 Period of assignment November–December 2026; all activities to be completed by 31 December 2026 Background Mizoram continues to face significant public health and social challenges arising from substance use disorders, with implications for individuals, families, communities, and the state’s health and development systems. Addressing these challenges requires a coordinated, multisectoral response involving relevant government departments, educational institutions, healthcare providers, civil society organisations, and development partners. The Government of Mizoram has developed the State Plan for Addressing the Menace of Drug Use 2026–2029 (hereafter, the State Plan). Effective implementation requires clarity on departmental roles and responsibilities, stronger interdepartmental coordination, identification of implementation bottlenecks, and mobilisation of adequate financial and technical resources. PATH proposes to convene an interministerial consultation bringing together stakeholders responsible for supply reduction, harm reduction, and demand reduction, alongside representatives of educational institutions, private healthcare practitioners, and other relevant stakeholders. The consultation will review implementation gaps and opportunities under the State Plan, agree on priority actions, and inform a practical roadmap for 2026–2029. It will also identify potential government and development partners, including donors, that may support priority interventions. PATH seeks to engage a consultant to provide technical and coordination support for stakeholder engagement, consultation preparation and delivery, facilitation, documentation, and review of the draft consultation report. The consultant will work in close coordination with the State Coordinator and report to the state coordinator. Objectives of the Consultancy The overall objective is to support PATH in planning, coordinating, and conducting an outcome-oriented interministerial consultation that strengthens implementation of the Mizoram State Plan 2026–2029. · Identify and engage relevant ministries, government departments, educational institutions, private healthcare practitioners, and other key stakeholders. · Review the State Plan and prepare a preliminary gap-analysis framework to structure consultation discussions around the Plan’s commitments, activities, institutional responsibilities, and implementation requirements. · Coordinate stakeholder participation and support the preparation of the consultation agenda, session plans, and background materials. · Facilitate selected sessions and guide discussions towards specific, actionable implementation recommendations. · Support the development of a practical roadmap and action matrix linking identified gaps to priority actions, responsible institutions, timelines, resource requirements, and potential funding or technical partners. · Review the draft consultation report for completeness, accuracy, and actionability. Scope of Work and Key Responsibilities · Review of the State Plan and Preliminary Gap-Analysis Framework and discuss with state coordinator before using it to guide stakeholder engagement and consultation sessions. Stakeholder Mapping and Engagement In consultation with PATH’s State Coordinator, identify relevant ministries, government departments, institutions, and other stakeholders who should participate in the consultation. Develop a stakeholder list covering departments and agencies responsible for supply reduction, harm reduction, demand reduction, health, education, social welfare, law enforcement, and related sectors. Identify and coordinate with representatives of educational institutions, private healthcare practitioners, and other relevant non-government stakeholders. Support PATH in preparing and disseminating invitations to identified stakeholders, including follow-up and confirmation of participation to secure appropriate representation. Where feasible, liaise with participating stakeholders to understand their mandates, ongoing initiatives, implementation challenges, and expectations from the consultation. Maintain an updated stakeholder engagement and confirmation tracker and share it with the State Coordinator. Consultation planning and preparation Take responsibility for the day-to-day coordination required to ensure the consultation is conducted as planned, including stakeholder follow-up, session readiness, and coordination of agreed arrangements. Work under the overall leadership and direction of PATH’s State Coordinator, who will retain institutional ownership of the consultation and lead PATH’s engagement with government and other stakeholders. Facilitate selected technical sessions and group discussions in accordance with the approved agenda and facilitation plan. Deliverables and Indicative Timeline The consultancy will comprise 10 working days, with all activities and deliverables completed by 31 December 2026. The schedule below is indicative and will be finalized with PATH’s State Coordinator. We’re searching worldwide for experienced leaders and passionate emerging professionals in many disciplines—from science and engineering to accounting to information technology—who share our belief that better health moves humanity forward.
