FULL TIMEHYBRID$114.9K–140.7K/YR

We are looking for a Counterintelligence Officer in the Counterintelligence Program to perform comprehensive research and analysis, conduct interviews, and present recommendations to senior management, high-level DOE personnel, and officials of intelligence agencies on relevant counterintelligence (CI) issues, ensuring the Laboratory’s compliance with Department of Energy (DOE) Order 475.1 (CI Program).

This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one day per week on the non-Alternate Work Schedule work week.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Conduct comprehensive complex, diverse, and multi-faceted CI/counterterrorism (CT) investigations.
  • Collect and review information from a variety of open and secure sources to assess and mitigate any CI/CT threats associated with foreign visits, travel, and contacts.
  • Produce detailed and accurate intelligence reports/records in appropriate intelligence databases, and investigative case files.
  • Conduct and present face-to-face briefings/debriefings and presentations to Laboratory personnel regarding hosting foreign nationals, foreign travel, and specific CI/CT risks/threats.
  • Participate in joint task forces and collaborations with internal Laboratory divisions, DOE Office of Intelligence and Counterintelligence (DOE IN), CI programs at other national laboratories, the United States Intelligence Community (USIC), and local law enforcement to address CI/CT issues.
  • Support all elements of the CI outreach program, including refining, developing, and presenting CI awareness and training material to all employees/members of the workforce.
  • Enter, retrieve, and manipulate information within Laboratory systems and DOE IN-20 CI analytical and investigative databases.
  • Perform other duties as assigned.

Additional job responsibilities, at the K03.3 level

  • Coordinate joint task forces and collaborations with internal Laboratory divisions, DOE IN, CI programs at other national laboratories, the USIC, and local law enforcement to address CI/CT issues.
  • Address novel CI/CT issues with little known precedence and prepare succinct recommendations for LLNL senior management on appropriate courses of action; develop innovative solutions to often unusually complex problems.
  • Provide guidance and direction to other program team members, plan and lead collaborative projects/investigations with peers and within the Laboratory, DOE IN, and the USIC.
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • Ability to obtain and maintain Sensitive Compartmented Information (SCI) access. Please note that any current active Q or Top Secret clearance with DOE does not guarantee DOE SCI access approval; if you are denied access, you may be subject to reinvestigation of your existing Q or Top Secret clearance.
  • Bachelor’s Degree in a related field or equivalent combination of education and related experience.
  • Experience employing investigative procedures and techniques, including researching, interviewing, and documentation specifically concerning CI investigations.
  • Experience identifying foreign government missions, functions and collections processes, as well as U.S. methods of intelligence collection and dissemination.
  • Knowledge and experience working on national security issues related to the USIC.
  • Broad knowledge of, and significant experience with, classified and unclassified databases, software applications, and other intelligence research tools to identify and assess foreign capabilities using the conventional intelligence disciplines.
  • Specialized training and/or subject matter expertise, such as: counterespionage, interviewing, counterproliferation, weapons systems, and/or foreign intelligence services.
  • Familiarity with the basic principles of hardware, software, and network systems.
  • Experience interpreting and applying knowledge of governmental policies, procedures, orders, and regulations.

Additional qualifications at the K03.3 level

  • Significant experience employing investigative procedures and techniques, including researching, interviewing, and documentation specifically concerning complex CI investigations.
  • Significant experience identifying foreign government missions, functions and collection processes, as well as U.S. methods of intelligence collection and dissemination.
  • Significant specialized training, and/or subject matter expertise such as: espionage, counterproliferation, weapons systems and/or foreign intelligence services.

Qualifications We Desire

  • Master’s Degree in a related field.

Pay Range

$114,900 - $140,712 Annually for the K03.2 level
$137,910 - $168,852 Annually for the K03.3 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
