Job Summary: Reporting to the Head of Project Services, the Project Controls Manager leads schedule control activities for Engineering and Construction projects. The role is responsible for establishing scheduling standards, reviewing and maintaining integrated project schedules, validating progress, analyzing critical and near critical paths, assessing contractor schedule submissions, and identifying threats to key milestones and Commercial Operation Date. The role also supports the integration of schedule and cost information through earned value management, time-phased forecasting, cash-flow analysis, progress measurement, and assessment of schedule-related cost impacts. The position collaborates with Project Management, Engineering, Construction, Procurement, Contracts, Risk, and Cost Control to provide reliable performance information and support timely management decisions. Responsibilities/Duties: Lead the development, maintenance, analysis, and governance of integrated project schedules throughout the applicable project lifecycle. Establish and enforce scheduling standards for work breakdown structures, activity coding, calendars, schedule levels, logic, milestones, baselines, progress measurement, updates, change control, and reporting across internal teams, contractors, EPC partners, and consultants. Develop or oversee aligned Level 1, Level 2, and Level 3 schedules that integrate Engineering, Procurement, Construction, Commissioning, and project handover activities and interfaces. Coordinate schedule information and interfaces across Project Management, Engineering, Construction, Procurement, Contracts, Risk, Cost Control, and other relevant functions. Review contractor baseline schedules, updates, and project controls reports for completeness, logic, sequencing, progress status, critical-path integrity, forecast dates, and contractual compliance; challenge unsupported assumptions and present findings and recommendations to Project Management. Validate contractor-reported progress against approved baselines, available project information, and observed status; coordinate with Project Management and Construction to identify discrepancies. Perform critical- and near-critical-path, variance, and trend analysis; assess changes in float, logic, constraints, milestone dates, remaining durations, productivity assumptions, and forecast completion; and provide early warning of impacts to key milestones or Commercial Operation Date. Facilitate schedule challenge sessions and support the development, evaluation, and monitoring of schedule scenarios, mitigation measures, corrective actions, and recovery plans with Project Management, Engineering, Construction, and contractors. Track and report milestone performance across the approved baseline, current schedule, and forecast schedule, and document significant assumptions, exclusions, constraints, and forecast changes. Integrate schedule and cost information by maintaining time-phased schedule data, baselines, progress measurement rules, status dates, and performance data to support earned value management, cash flow and expenditure forecasting, and resource or cost loading where required. Calculate, analyze, and report schedule performance indicators, including Schedule Performance Index and schedule variance where required, and coordinate with Cost Control to align schedule progress, earned value, forecast expenditure, and Estimate at Completion assumptions. Assess and communicate the cost and timing consequences of schedule changes, including extended duration, resource timing, resequencing, acceleration, recovery measures, milestone delays, cash flow, commitments, procurement, construction, commissioning, and contractor payments. Provide schedule analysis and supporting information for cost-impact assessments, change requests, contingency reviews, monthly project forecasts, and management decisions, including explanations of material milestone movements. Review the schedule basis for contractor progress claims, earned-value calculations, milestone payments, and forecast completion dates; identify inconsistencies among physical progress, schedule progress, earned value, invoicing status, and forecast expenditure; and refer cost discrepancies to Cost Control or Project Management for resolution. Qualifications Must be authorized to work for any US employer, without the need for work visa sponsorship now or in the future. Bachelor’s degree in engineering, construction management, or a related field. Applicable experience may be substituted for the degree requirement. 7+ years of direct project controls experience.
