Tivoli Bilaj Al Jazayer Bahrain Resort, Bahrain

Government Relations Officer (GRO/PRO).

Job Location: Tivoli Bilaj Al Jazayer Bahrain Resort Tivoli Hotels & Resorts is a collection of luxury hotels and resorts set in idyllic beaches and cosmopolitan locations, from iconic destinations in Europe to the Middle East, and from Brazil to Asia. We are timeless, dedicated, and distinctive — evoking a time when hotel stays were grand experiences and travel meant life slowed down for a while. Founded in 1933, Tivoli’s long-standing heritage is built on extraordinary service, authentic local experiences, and a genuine dedication to the art of hospitality. If you share a passion for making every guest feel they have arrived somewhere truly special, Tivoli is where your story belongs. This role is critical in establishing and managing all government relations, regulatory compliance, and administrative processes for both Tivoli Bilaj Al Jazayer Bahrain Resort and Avani Bilaj Al Jazayer Bahrain Resort. You will be responsible for ensuring the smooth and timely processing of government documentation, employee visas, work permits, residence permits, and other statutory requirements. Acting as the primary liaison between the resorts and government authorities in Bahrain, you will ensure full compliance with local laws and regulations while supporting the successful pre-opening and ongoing operations of both properties. Manage and process employee work permits, residence visas, visa renewals, cancellations, and related immigration requirements in accordance with Bahrain regulations. Lead the pre-opening setup of government relations processes, including company registrations, licensing, employee immigration documentation, and regulatory approvals for both properties. Liaise with relevant government authorities, including the Labour Market Regulatory Authority (LMRA), Nationality, Passports and Residence Affairs (NPRA), Ministry of Labour, and other relevant regulatory bodies. Coordinate with government departments to secure and renew all necessary hotel licenses, permits, and approvals to ensure uninterrupted operations. Ensure full compliance with Bahrain labour laws, immigration regulations, and government policies. Maintain accurate and confidential records of employee immigration documents, work permits, residence permits, and other government-related documentation. Monitor the validity and expiration dates of visas, permits, licenses, and statutory documents, ensuring timely renewals. Support the People & Culture department with new employee onboarding, immigration formalities, medical appointments, and other government-related requirements. Establish and maintain effective professional relationships with government officials and regulatory authorities. Stay updated on changes in government regulations, labour laws, immigration policies, and compliance requirements, advising management of their implications. Coordinate government inspections and audits, ensuring all required documentation is available and compliant. Manage government-related administrative expenses, application fees, and documentation costs while maintaining accurate financial records. Provide regular reports to management on visa status, work permit applications, government transactions, compliance matters, and pending approvals. Collaborate closely with People & Culture, Finance, Security, and Operations teams to ensure efficient coordination of all government-related activities. Support the Hotel General Manager and People & Culture leadership with guidance on government regulations, regulatory compliance, and administrative requirements during pre-opening and post-launch operations. This role is ideal for a proactive and detail-oriented Government Relations professional with strong knowledge of Bahrain's government procedures, excellent relationships with local authorities, and the ability to manage regulatory requirements for two international hospitality brands within a dynamic resort environment. Qualifications Bachelor's degree in Business Administration, Human Resources, Public Administration, or a related field. Minimum 2–3 years of experience in a Government Relations Officer (GRO/PRO) role, preferably within the hospitality industry in Bahrain. Strong working knowledge of Bahrain labour laws, immigration regulations, and government administrative procedures. Proven experience dealing with LMRA, NPRA, Ministry of Labour, and other relevant government authorities. Experience managing work permits, residence visas, company licenses, and regulatory approvals. Previous hotel pre-opening experience would be an advantage. Fluency in Arabic and English, both written and spoken, is essential. Proficiency in Microsoft Office applications and relevant Bahrain government online portals.
