Come join our 31,000+ staff working in nearly 100 countries and share the joy of transforming vulnerable children’s life stories! Employee Contract Type: International Assignment (WVI – Paid via GCLA) Fixed Term (Fixed Term) Job Description: Provide strategic leadership and oversight of Finance, Supply Chain, IT, and Administration across the Solomon Islands and Vanuatu Field Office. As a Senior Leadership Team member and principal financial adviser to the National Director, lead financial strategy, planning, budgeting, enterprise risk, compliance, grants stewardship, internal controls, and asset safeguarding. Build capable and resilient support-services teams, strengthen business partnering and financial literacy, and ensure effective procurement, reliable IT, secure information, and a safe, well-managed workplace in alignment with World Vision’s mission, policies, and donor requirements. MAJOR RESPONSIBILITIES: Leadership, Capacity Development, and Strategic Partnering Lead the finance and corporate services function with clarity and integrity, attracting, developing, and retaining high-calibre staff, and building depth through structured onboarding, coaching, targeted technical and leadership training, and active succession planning. Model Christ-centered servant leadership and nurture the spiritual formation of the team. Contribute substantively to Senior Leadership Team deliberations to shape Field Office strategic direction and priorities and represent the office in regional forums to shape the regional finance agenda. Build financial literacy and compliance across the organisation by equipping the National Director, Country Director (Vanuatu), Operations, and other non-finance leaders to interpret and act on financial information and ensuring Partnership finance policies are understood and applied by senior management, technical staff, communities, and local partners. Build and champion influential networks, internally with other Field and Support Offices and Partnership entities and externally with NGOs, banks, and communities, including shared-resource and peer-learning networks across the region and the Partnership. Uphold World Vision’s mission, core values, and Covenant of Partnership in every decision. Develop national finance and corporate services leaders in both countries, with a clear succession plan in place by the end of the contract, in line with World Vision’s Global Mobility requirements. Champion safeguarding and protection from sexual exploitation and abuse (PSEA) across finance and corporate services, implementing partners, and suppliers, ensuring full compliance with WV safeguarding policies. Financial Management, Budgeting and Control Serve as principal financial adviser to the National Director, Country Director (Vanuatu) and fellow Directors, shaping decisions on resource acquisition, allocation, and the financial strategy of the Field Office. Lead the planning and budgeting cycle to global and regional standards, aligning budgets across the Field Office, projects, grants, MyPBAS, and Support Offices, enforcing sound cost recovery, and adapting the plan as constraints shift. Hold control of the Field Office budget, cash flow, and project funding, equipping budget managers with timely information and driving cost-efficiency through analysis and benchmarks that guide resource allocation at every level. Safeguard the integrity of financial reporting and analysis to the Partnership and internal users, applying WVI Finance Policies across grant compliance, budgeting, year-end close, carryforward, accounting, and reporting, so that financial management and control hold a strong position in the Quarterly Scorecard. Design and maintain the internal control environment and financial systems, including Sun Systems, ProVision, and GEMS, that safeguard WV assets and keep audit risk ratings within acceptable limits at Field Office and project level, establishing financial operations wherever new or emergency contexts require them. Ensure the Field Office meets all statutory, tax, and regulatory obligations in both Solomon Islands and Vanuatu, including annual statutory audit, entity registration, and compliance with local finance and labour law, engaging external advisers where required. Partner with Global Centre Shared Services to ensure transactional finance is delivered to agreed service standards, holding the interface accountable for timeliness, accuracy, and issue resolution, and leveraging shared services so that in-country capacity stays focused on analysis, control, and business partnering. Lead the audit and integrity agenda: manage internal, statutory, and donor-led audits from preparation through closure of findings, drive timely management responses and implementation, sustain field-level accountability through a planned programme of finance visits, and set the anti-corruption and fraud prevention strategy across Field Office and partner operations. Establish and maintain the Field Office enterprise risk management framework: keep the risk register current with the Senior Leadership Team, ensure risks are assessed, mitigated, and escalated within the organization’s risk appetite, and report on risk to the National Director and regional leadership. Supply Chain Management Direct the Supply Chain function so that goods, services, and works are procured effectively, efficiently, economically, and in full compliance with WV procurement policy and donor rules. Provide governance for procurement and supply chain across the Field Office, approving procurement plans and strategy, overseeing the procurement committee and delegated approval authority, and holding the function accountable for competitive, compliant sourcing, sound supplier and contract management, and full traceability in ProVision, WV’s procurement system. Ensure supply chain planning is integrated with program and grant budgets, and that stewardship of resources is maintained end to end, from sourcing through warehousing, inventory and asset management to disposal, so that project supplies reach the field on time and in full. Ensure finance and supply chain readiness for emergency response in both countries, including prepositioned stock, emergency procurement procedures, and rapid release of funds, in line with Field Office disaster preparedness plans. Grants Acquisition and Management Partner with the Grant Acquisition and Management (GAM) unit and programme teams on grant acquisition, reviewing proposal budgets to secure optimum support-cost recovery while keeping proposals competitive and demonstrably value for money and providing financial input to GAM’s pipeline planning. Manage financial risk and fiscal integrity across the portfolio, including complex multi-donor funding streams, ensuring core costs are covered and spending remains within available funding. Hold accountability for sub-grantee and implementing partner management, from financial due diligence and capacity assessment at selection, through sub-award budgeting and disbursement, to monitoring, verification, and capacity building so that partners meet WV and donor compliance standards. IT and Administration Set IT strategy and service standards for the Field Office, ensuring reliable, sufficient connectivity across all offices and programmes. Be accountable for the IT governance framework: computer usage policy, information security, and the integrity of the organisation’s systems and data. Drive modernization of finance and corporate services systems and data, including adoption of automation and artificial intelligence tools, and uphold information and records governance so that records are retained with integrity and reporting is accurate and timely. Oversee business continuity and disaster recovery for the Field Office’s systems and data, keeping plans tested and current against emerging technologies, trends, and cyber threats. Hold the Administration function accountable for a safe, well-run workplace: facilities, logistics, and fleet managed to WV standards, with asset utilization and total cost of ownership actively managed. Set service standards for travel, hospitality, and visitor support, and hold the function accountable for delivery against them. Partner with the Security team to keep the workplace safe: ensure the risk environment is assessed, emergency and evacuation plans are current and tested, hazards are controlled, and staff are trained and compliant.
